The character must make the proficiency check. The intended victim rolls a perception check, and who ever rolls higher while still succeeding wins. If this is the sneaker, he has remained unnoticed. If this is the victim, he has noticed the sneaker. Penalties may be assessed for equipment. Quick Draw: This allows a character to draw and fire arrows quickly, giving a one phase bonus to initiative. This skill is generally only known by elves, and is rarely taught to others. Creature Lore: This allows the identification of creatures appropriate to the area. General is the proficiency mostly used by adventurers, the others are much harder to find. Information given is at the discretion of the DM, but common creatures will have more information available than uncommon ones. More specific lores will allow more information about a creature than more general ones. Obviously characters can identify monsters without the proficiency, especially for common monsters or those well known. Everybody knows that dragons can breathe, and that red dragons are evil, but not everybody knows that green dragons breathe chlorine gas in a certain arc with this range etc. The inner planes includes the Astral (residents only), ethereal (ditto), elemental planes, and para-elemental planes.
