Most characters gain the standard amount plus 2. Wizards (and wizard orientated prestige classes) gain base +4. (In standard 3rd edition it is generally 2 or 4 points, plus intelligence bonus).
Knowledge (arcana) can be used to identify magic items. The DC is 25 + the item's caster level. This takes 10 minutes.
Languages: for most classes, one skill point gives reasonable fluency with a spoken language. An additional point gives native (accentless) fluency. Reading/writing language also costs one point. Bards, who have speak language as a class skill, can choose two of the above (eg: 1 skill point for bards could give accentless fluency but not read/write).
